Building lightweight digital-sovereign AI Chatbots for Higher Education: Connecting the dots of openness Hossein Erfani (Karlstad University), Jörg Pareigis (Karlstad University) Generative AI is rapidly entering higher education, yet most institutions rely on commercial, opaque systems that undermine autonomy, privacy, and pedagogical control. Karlstad University has developed a system for digitally sovereign AI chatbots built on open standards, open-source technologies, and institutionally governed infrastructure. Integrated via LTI and using WordPress as a modular knowledge layer, the system ensures universities retain control over data, governance, and educational use. A key innovation is structured ingestion of Open Educational Resources and course syllabi, improving accuracy and pedagogical alignment. The project demonstrates how European universities and NRENs can collaboratively build transparent, sustainable AI aligned with public-sector values.

Dear Programme Committee I have been over the programme and double checked what I think is currently missing and created a list grouped by person. We don’t have a lot of big outstanding items and some of them just need time. I will not be joining you today, and most likely Susanne will also be occupied. As the wiki is now read only for the rest of you, make sure to have a note taker and mail any updates to Susanne and me. I think there are two major items to consider for your call. 1) Licia has discovered that there is an EOSC federation meeting at the week of the conference and is investigating what that means to us. 2) Listed as ALL. We should decide on who do what on the Panel: The future of NRENs. I am willing to take that task, but we should agree first. In addition to agreeing on the chair, we should decide who talks to the panelists and the moderators to set the scene. Dear all, Abdullah Qaban from JISC has finally declined our invitation to speak at the Sustainability session, as he has another meeting on the same dates. We already have Andy from Asiera and a combined presentation with Juha from CSC and Börje from SUNET. With no speakers from JISC, I was thinking on inviting Geoff Bennett from Nokia, who has a good presentation around power usage in AI (https://nluug.nl/evenementen/nluug/voorjaarsconferentie-2025/talks/geoff-be…). Does this sound like a good option for you, or are there any constraints I should know about before inviting him, or any other ideas that you would like to prioritise? Important - Disruption and Panel on the future of NRENs - your thoughts needed

Dear Programme Committee Yesterday, at the call, someone was bright enough to recall something about a session on “the Future of NRENs”. I have been trying to find traces of our thinking in the wiki and managed to find none. As I see it, the idea of this panel collides with the current plans for the “Disruption” session, where the idea is to have two short external presentations on why NRENs are being disrupted and then a panel consisting of one senior person (think CEO) per Nordic NREN. If we then also have a panel immediately after on the future of NRENs, I think that would be a little too much. We can resolve this in a number of ways. - Drop the idea of a panel for the “Disruption” session and figure out something else to put in. I am afraid that doing this would still create a too big overlap between the two sessions. - Drop the “Future of NRENs” panel and consider it being handled in the “Disruption session” and use the slot for something else. - Drop the “Disruption session” and use the slot for something else. It is has the drawback that we have invited people and gotten their acceptance, so we would have to walk back on that. In case we drop one of the two current sessions, we should think about what to do with the empty slot. We could use it for submitted presentations (an idea we left out because the programme was considered filled at our previous meeting). Or we could use it for some topic we would like to add - SMI and I had the thought that we could some non-Nordic NREN participants speak about their network strategy, of course considering a potential clash with the network track. I suggest that before we reach out to potential participants in the two sessions, we con conclude on plan for how to resolve the potential clash. All the best, Josva
